Responsibility:  Administration Officer

   Main Functions:

  •  Distributing incoming daily mail to the relevant divisions of the office.
  •  Maintaining personal files/records of Ministry officers and performing institutional functions.
  •  Coordinating activities of the departments and statutory bodies under the Ministry.
  •  Handling disciplinary control matters.
  •  Carrying out institutional affairs by maintaining proper coordination and effective communication among Ministry divisions.
  • Performing duties in smooth coordination with Provincial Councils and other state institutions.

Planning Section

Responsibility: Deputy Director (Planning)

Main Functions:

  • Submitting the annual capital needs plan of the Ministry and its affiliated institutions to the Department of Provincial Planning and Operations.

  • Submitting the Action Plan.

  • Submitting the monthly progress reports of the Ministry and relevant institutions.

  • Implementing the Housing Assistance Program.

  • Implementing the Sanitation Assistance Program.

  • Handling affairs related to projects under the subject of Environment.

  • Handling affairs related to projects under the subject of Rural Electrification.

  • Handling affairs related to projects under the subject of Women’s Affairs.

  • Coordinating activities of the institutions functioning under the Ministry.

  • Inspecting and verifying bills related to road development projects.

  • Coordinating all Divisional Secretariat divisions in the province regarding the Ministry’s subjects.

Accounts Section

Responsibility: Assistant Secretary (Finance)

Main Functions

  • Receiving cash and cheques, depositing them in the bank, and handling cash-related transactions.

  • Writing and issuing cheques to the relevant payees for all payments related to all Ministry projects.

  • Preparing annual financial statements and submitting them to the Chief Secretary before the due date.

  • Performing all duties related to the transfer of provisions in accordance with provincial financial regulations (including line departments).

  • Preparing annual estimates of revenue and expenditure and submitting them to the Provincial Treasury before the due date.

  • Reconciling the Ministry’s expenditure accounts for the relevant month and sending them to the Treasury before the 15th of the following month.

  • Preparing office staff salaries.

  • Submitting monthly reports to the Provincial Provincial Treasury before the due date.

  • Preparing and submitting reports required for the Commissioner General of Inland Revenue (Stamp Duty and PAYE/APIT tax).

  • Maintaining the General Deposit Account up to date, preparing related reports, and performing all duties associated with the General Deposit Account.

  • Submitting bank reconciliation statements to the Provincial Treasury before the due date, obtaining and examining bank reconciliation statements from departments under the Ministry, and instructing them to rectify shortcomings.

  • Preparing schedules according to the Ministry’s Annual Procurement Plan and carrying out all procurement activities undertaken by the Ministry.

  • Carrying out all procurement activities falling within the authority of the Ministry Procurement Committee for the Ministry and its line departments.

  • Maintaining the Activity Management System (AMS) up to date.

  • Maintaining advance guarantees and performance guarantees for capital projects, extending their validity periods as needed, and taking action regarding forfeitures.

  • Performing all duties related to the Public Officers’ Advance “B” Account.

  • Preparing the Advance Account annually before the due date and submitting it to the Auditor General.

  • Acting as the storekeeper for the department and maintaining all relevant stock registers up to date.

  • Conducting the annual board of survey of the Ministry.

  • Handling repairs, servicing, and maintenance of the Ministry’s furniture and office equipment.

  • Answering audit queries issued by the Auditor General’s Department and the Provincial Internal Audit and Investigation Department, and conducting follow-up action.
